Locks and Access
Neither landlords nor tenants can change locks without following the law. Landlords must provide a key to the new lock to the tenant after changing it; failure to do so is an illegal lockout with significant administrative penalties. Tenants are highly advised against changing locks without written agreement, as it alters a material term of the tenancy and can be fatal to the tenancy. RTB Policy Guideline 7 provides further information.
